Mewtwo was a clone of Mew. Yes, they said that Mew gave birth, but they still made Mewtwo from DNA and they made him in a lab. That’s a clone, not a baby.
The problem is that in the games, Mewtwo was ALREADY outside the lab, in the cave. So he already ran away by that point.
Which is why they were getting the stuff to stop him before it was too late.
No, they were getting the stuff to capture him so they could use him as a weapon again.
It wasn’t out of some altruistic vision to save the world, it was out of a desire to use Mewtwo to /conquer/ the world, which was always Giovani’s plan from the start.
